Pax Humana Foundation, in collaboration with the School of Government at LUISS Guido Carli University, has developed “Sahel 2D,” a position paper providing analysis and concrete proposals to support Italian action in the Sahel region and the implementation of the Piano Mattei. “The Sahel region has entered a new acute phase of crisis, and Italy risks passively experiencing its consequences. The numerous coups that have occurred since 2020 in Burkina Faso, Chad, Mali, Niger, and Sudan have marked a drastic shift towards militarism and authoritarianism, accelerating the collapse of institutions. The coup leaders have distanced themselves from traditional Western partners such as France, the United States, and the European Union, moving closer to Russia and China. This shift in alliances has led to the end of Operation Barkhane and Task Force Takuba, with the withdrawal of French military forces replaced by the Wagner Group. Socioeconomic challenges have intensified, and the security situation has further deteriorated with the expansion of jihadist groups.”
